The simultaneous expansion of three lines, with the unprecedented arrival in Guarulhos and the fulfillment of historic promises, repositions the São Paulo subway system as a technical reference in monorail and intelligent traffic control.

Rails are the material geometry of the future. In 2026, this geometry will take on unprecedented contours and billion-real figures in the heart of Brazil’s largest metropolitan region, as the São Paulo government executes the most ambitious budget in the Metro’s history.

The R$5.4 billion amount, sanctioned by Governor Tarcísio de Freitas and 12% higher than the previous year, is not scattered in abstract promises. It materializes in a precise technical tripod: expansion outside the capital via Line 2-Green, consolidation of the Line 15-Silver monorail, and the long-awaited delivery of the airport branch of Line 17-Gold.

The largest slice, R$2.59 billion, is reserved to extend Line 2-Green by 13.8 kilometers, from Vila Prudente to Guarulhos. This is the first time a heavy metro line, broad-gauge and third-rail powered, breaks the territorial limit of the state capital to penetrate the main municipality of the metropolitan conurbation.

The first phase of the project, up to Penha, has already surpassed 55% completion and foresees eight new stations. The second stage will add five more stops up to Dutra. Engineering advances underground to create a very-high-capacity corridor, challenging the historic physical barrier between São Paulo and its industrial neighbor, stitching together neighborhoods of the east zone that previously depended solely on saturated buses.

In parallel, the second-largest volume of resources, R$1.03 billion, is directed at one of the most complex projects in national metro engineering. Line 15-Silver, an elevated monorail that already snakes above the Tamanduateí river valley, prepares its strategic connection with Ipiranga station.

This 7.5-kilometer stretch, which will extend to Hospital Cidade Tiradentes, will require a surgical integration of systems. The monorail, which operates on concrete tires along a guideway beam, demands millimeter precision in the joints of precast beams to ensure smooth and silent gliding, a challenge amplified by the rugged topography of the East Zone.

To feed this expanding network, the state government programs the purchase of 63 new trains as part of a works package totaling R$33 billion in the subway system. Of this total, 19 compositions are monorails specifically destined for Line 15-Silver, of which 15 units have already been delivered by industry and await the completion of civil works to start commercial operation.

Another 44 stainless steel compositions will be allocated to reinforce the fleet of lines 1-Blue, 2-Green, and 3-Red, the oldest and most overloaded arteries of the network. While the physical structure grows horizontally, the operational brain of the system digitalizes aggressively, as pointed out by Exame’s budget breakdown.

The investment in the installation of the CBTC system, an acronym for Communications-Based Train Control, allows trains to ‘talk’ to each other and to the track via radio frequency in real time. This technology eliminates dependence on fixed and faulty track circuits, allowing the distance between trains to be reduced and frequency on platforms to be increased without compromising operational safety.

Allied to CBTC, platform doors represent a physical barrier that eliminates the risk of accidental falls onto the tracks and prevents objects from entering the track, one of the main causes of failures in older systems. The marriage of intelligent control with automated blocking transforms stations into predictable and climate-controlled boarding environments, where the headway between trains can drop drastically during peak hours.

The modernization laboratory is completed with Line 17-Gold, which will have R$836.3 million in 2026 and whose inauguration of the 6.7-kilometer stretch is scheduled for March. Connecting Congonhas Airport to Morumbi Station, the branch is the scar of a monumental delay dating back to the 2014 World Cup, but now emerges as a vertical integration axis with Line 9-Emerald of the metropolitan rail network.

The operation, which will be under the concessionaire Motiva Trilhos under a partnership model, eliminates a critical logistical bottleneck for those disembarking at the country’s most central air terminal. The elevated monorail network of Line 17-Gold will connect to the underground heavy network, creating a technological gradient that demands systemic synchrony rarely seen in the Southern Hemisphere.

By channeling massive capital into the underground, the elevated axis, and the airport branch, the state of São Paulo tests the limits of intermodality in an urban environment of 22 million inhabitants. The extension of Line 2-Green to Guarulhos redefines the concept of territorial expansion, while the modernization of the core lines and the completion of historically delayed works prove that the geometry of the future is built with sophisticated engineering and rigorous contract management.
